ABSTRACT

The article presents selected aspects of the functioning of local government in Poland under the conditions of the epidemic in connection with the SARS-CoV-2 coronavirus. More space is de-voted to the systemic aspects, while the substantive and procedural aspects have only been signalled, because their development goes beyond the scope of this study. The objective of this research paper is to provide an answer to the question to what extent the current regulations, taking into account the new legal regulations, enable the implementation of public tasks and how the new regulations modify the current tasks. The article formulates the thesis that the current regulations may be applied under epidemic conditions, but after making modifications necessary to ensure the efficiency and effectiveness of the functioning of local government. The regulation concerning the functioning of local self-government in the state of an epidemic is scattered and requires ordering. During the state of epidemic there was a strengthening of digitalization in the sphere of performing public tasks. © 2023, Wydawnictwo Uniwersytetu Marii Curie-Sklodowskiej w Lublinie. ABSTRACT

During the state of epidemic in Poland in 2020, all facilities providing medical services were subject to constant reorganization. Legal changes, which were introduced at a very rapid pace, did not allow the standardization of the work of the health service. Therefore, the assessment of the practical effects of the introduced legal measures is challenging due to the lack of fixed benchmarks. Accordingly, the research method used in the article is a survey conducted among employees of the Voivodeship Specialist Hospital in December 2020, in which 165 employees from different wards participated. For this purpose, the article presents the detailed description of policy regulations related to healthcare management introduced in Poland in 2020. Combining legal research and qualitative data allowed general conclusions to be drawn with regard to the quality assessment of the implemented policy measures from the perspective of healthcare professionals.

ABSTRACT

Insects are increasingly being considered as an attractive source of protein that can cater to the growing demand for food around the world and promote the development of sustainable food systems. Commercial insect farms have been established in various countries, mainly in Asia, but in Europe, edible insects have not yet emerged as a viable alternative to traditional plant- and animal-based sources of protein. In this paper, we present an interdisciplinary overview of the technological aspects of edible insect farming in the context of the EU regulations and marketing. Based on a review of the literature, we have concluded that edible insect farming can be a viable business sector that significantly contributes to the overall sustainability of food systems if the appropriate regulations are introduced and food safety standards are guaranteed. However, the success of the edible insect industry also requires consumer acceptance of entomophagy, which is rather low in Western societies. Therefore, targeted marketing strategies are indispensable to support the implementation of edible insect programs.

ABSTRACT

Monetary regulation is one of the most important components of government policy. The monetary regulation policy of the European Central Bank has undergone important transformations over the past ten years as a result of measures that were taken in response to the global financial crisis of 2008. Today the main problem of the ECB is not inflation, but stimulation of the post-crisis development of European countries. As a result, many new elements have been added to the ideology and practice of monetary regulation. Moreover, new challenges, such as a pandemic, are prompting the ECB to seek new means of influencing financial markets and, ultimately, the real sector of the economy. The paper presents the modern system of monetary regulation in the EU, characterizes its structure and legal status. The consequences of the application of unconventional measures of monetary regulation in the EU in the period after the 2008 crisis and during the COVID 19 crisis were determined. The effectiveness of the ECB's actions in overcoming the crisis was analyzed. On the example of the decision of the Federal Constitutional Court of Germany, the reasons were identified and the consequences of the conflict between the EU legislation and national legislation in the issue of the jurisdiction of monetary regulation were assessed. © 2021 University of Zagreb Faculty of Economics and Business.
